A return for Chicago-based band Perfect Blue following a four-year hiatus, “Isabel” enamors with a soulfully hypnotic rock spell. A gorgeous full horn section complements harmonious vocal layers, attaining a triumphant feeling in the “she’ll understand,” refrain. Smooth organs and debonair organs open into the titular character’s thoughts, lyrically, and the evolution is gripping from there — satiating in its incorporated vocal reflections and “she’ll find her home,” catharsis.
